It's an ActiveX control built with QT4Delphi (QuickTime for Delphi) and (of course) Delphi.The installer should copy the QT4Delphi_ActiveX.ocx and QTMLClient.dll to the windows folder, then run regsvr32 {win}\QT4Delphi_ActiveX.ocx, where {win} is replaced by the installer with the windows folder's path I created the installer using the freeware Inno Setup and tried it on my Win2000 machine and seemed to work OK.
