Screen Highlighter allows to highlight a part of the screen by partially hiding the other parts.
A horizontal bar is visible and the rest is partially hidden. The horizontal bar will follow the position of the mouse pointer.
You can select the height of the horizontal bar and the opacity of the part to hide.
Most of the settings can be controlled with the keyboard or the mouse.
You may want to check out more software, such as Super Screen Capture, Da-Lite Screen Designer or Perfect Screen Ruler, which might be similar to Screen Highlighter.

You can get add-ons that download files/video from arbitrary websites.
