There was a download of Wincore 3.1 on the developer's website when we last checked. We cannot confirm if there is a free download of this software available. The program is included in Photo & Graphics Tools.

The program's installer is commonly called WinCore.exe or Wincore3_1.exe etc. The actual developer of the free program is Texas Department of Transportation. This PC software can be installed on 32-bit versions of Windows 7/8/10/11. The following version: 3.1 is the most frequently downloaded one by the program users.
