From the developer:

Music library is a CDDB-enabled comprehensive music database manager designed for MP3 and record collectors. It lets you catalog any music files or media such as MP3s, WAVs, OGGs, WMAs,APE,FLAC, audio CD's, vinyl's and cassettes etc. with a MS Access database. You can use it to lookup ID3 tag information/lyrics for MP3's or download detailed CD information from CDDB.

You may want to check out more software, such as Music Library Organizer Pro, Free Apple Music Download or UkeySoft Pandora Music Converter, which might be similar to Music Library.

I've been using Music Library since the early 2000's and have found it excellent to keep track of a large collection of digital music across numerous drives and digital formats. I ran it successfully for many years until the appearance of Windows 7 which I got round by reversing Windows updates. It also worked on Windows 10 for a short while too, but I had to backtrack updates similarly until one day backtracking wouldn't work anymore. The issue is this: although the program can be installed on Win 10, it will not open a the table which allows the editing of individual Track or Album data headers. The editing table simply will not open, rendering the program useless. I believe the problem has to do with the programmer having used an MS Access database as the basis for his program (probably Access 97?) and the windows updates change some element of it's mechanics or does not recognise such an old program as Access 97 and makes updates for later version of the Database program leaving Access 97 reliant programs dead in the water. If there was a fix for this other than backtracking updates which is a very unsatisfactory way of keeping it on the road, so to speak, that would be great. My star rating is based on how it used to function, rather than it's sorry unusable state now. Plus, I should also point out that I've never found any program which functions as well for looking after and tagging an MP3 (+ multiple other digital formats) collection.
