Win-EQF 2.23 was available to download from the developer's website when we last checked. We cannot confirm if there is a free download of this software available. The latest version of Win-EQF can be downloaded for PCs running Windows XP/Vista/7/8/10/11, 32-bit.

Thanks to Petr OK2CQR, a FREE online service - complete with XML data delivered directly into Win-EQF - is available to ham radio operators worldwide. A user account is required to access the XML service - but rest assured, it's free - and available in less than a minute. Just visit their site to create your user account, and enter the same username/password into Win-EQF.
