You should include in the features which program has the possibility to add tags / labels to your pictures. Somehow this seems to be forgotten in many recent apps.
There is a plugin for Paint.NET to edit animated GIFs and set the duration of a frame, but for GIFs with many frames it is not practical because you have to edit them one by one. Paint.NET has hundreds of extensions so there is no limit on your creativity.
An important advice: don't download Paint.NET from the Microsoft Store, because then you cannot install all optional extensions or plugins! (At least not in an easy way).
Schibsted
PhotoscapeXPro portable is the best choice for rapid photo edit & collage making. But one disadvantage is that files can't be saved as projects, so that we get back to the same editing conditions as before like in Inkscape svg, Illustrator AI files
PhotscapeX Pro is even better - it's not free but doesn't cost much. One of the best apps, can also handle RAW files!
I don't think Gimp has an easy-to-use interface, too complicated.
