Directory Monitor
Directory Monitor is an excellent tool for monitoring folders and subfolders, as well as network environments. It's easy to set up and configure, and the notifications are very helpful in keeping track of changes. The ability to specify the events to be recorded and the tasks to be performed in case of a change or access attempt is a great bonus. Highly recommended!

Directory Monitor can be used to monitor folders for changes to the files and sub-folders. It can access local directories or network shares (including hidden shares). Balloon notifications are displayed whenever an event is fired. You can also set the application to run a program when an event is triggered.
