It's a graphical user interface for Avrdude and a command-line tool to program AVR microcontrollers. Install Java SE Runtime Environment to process ROM and EERPROM data. It works with a number of chips, including ATmega8, ATmega16, ATmega32, ATmega64, etc.

From the developer:

The AVR Burn-O-Mat is a GUI for Avrdude (a popular command-line program for programming AVR chips). The program should be self explaining (first you should take a look at the settings) and is is written in Java so you need the Java SE Runtime Environment (JRE).

You may want to check out more software, such as AVR Studio, AVR Toolchain or JumpStart C for AVR, which might be related to AVR Burn-O-Mat.
