IDA 9.3.1 was available to download from the developer's website when we last checked. We cannot confirm if there is a free download of this software available. The actual developer of the free software is Hex-Rays SA. The software belongs to Internet & Network Tools.

IDA is a hosted multi-processor disassembler and debugger. It supports multiple debugging targets and can handle remote applications, via a "remote debugging server". It is possible to enable debugging of any executable, from any platform. You do not need to wait for the analysis to be complete to start a debug session.
