You can get add-ons that download files/video from arbitrary websites.
I've been using Icon Shepherd for about a year now and it has done nothing to help with my desktop icons moving issue. I have no clue when or why they will move and this program does not restore them.

Jim, Hi Jim, I had a similar problem several years ago , I put Icon Shepheard on, double clicked on the desktop icon and went into the dropdown menu selected 'Remember Now' and it worked fine. I also had to use the 'Restore Icons' after a system crash, that worked perfectly as well
