Turn your Java JAR files into Windows-native executables. Create EXE files, set runtime options, environment variables, as well as an app icon, and view native JRE splash screen in BMP format until the program opens the Java applications. Use the Ant task and Maven Plugin to build integration processes.

From the developer:

Launch4j is a cross-platform tool for wrapping Java applications distributed as jars in lightweight Windows native executables. The executable can be configured to search for a certain JRE version or use a bundled one, and it's possible to set runtime options, like the initial/max heap size. Includes a sample application and Ant script that automates the build process from Java sources to native executable.

You may want to check out more software, such as License Activation and Validation Proxy Server, which might be related to Launch4j.
