From the developer:

PaceMaker plug-in for Winamp is a very functional and useful tempo/pitch DSP plugin. You can alter the tempo and pitch independent of one another...so, you can have the song's BPM be one thing, and you can have the song's pitch be something completely different. The 'speed' lever also gives some interesting results. There is a preferences menu where you can set slider precision as well as hotkey increments

I play guitar and use this plugin all the time. I have for many many years. It's 2021 and have no plans of changing. I just hope it still works if a new version of winamp ever comes out. I would love if Pacemaker came as a stand alone app!
