Downloading OutlookExpressRecovery 2.10 from the developer's website was possible when we last checked. We cannot confirm if there is a free download of this software available. The program is included in Communication Tools. The OutlookExpressRecovery installer is commonly called oer.exe. We recommend checking the downloaded files with any free antivirus. This software was originally developed by Recoveronix Ltd. The most popular version of the tool is 2.1.
