From the developer:
PicsToCD Digital Picture Album Creator/Burner is a program that lets you use your CD Burner to create "CD Picture Albums" to showcase digital pictures. If you own a digital camera or a scanner then you know that the digital pictures that get stored on your computer are often hard to locate and even harder to organize. End that confusion and protect your images by storing them on inexpensive CD-R or CD-RW media with PicsToCD .
You may want to check out more software, such as PhotoCDuke, GEAR PRO "Professional Edition" or CDRCue Cuesheet Editor, which might be related to PicsToCD.
