This program will work under Windows Vista, however to be able to turn on/off or modify the DNS Client Service you will need to run it as an Administrator using the right-context menu.
Any issues you might have with PathPing or Traceroute (tracert) are issues with your OS config and not problems with this program (check your firewall).
You may want to check out more software, such as Perfect Companion, Avdump GUI or RegistryClear, which might be similar to TweakCoH.
