From the developer:

eTimer is a stopwatch and countdown timer for Windows! Set the timer to remind you of an important event or count up to see how long an event takes to complete. A missing component in Windows, this timer can be useful to remind you of appointments, phone calls, pizza in the over and more! A split button allows a split time to be captured while the timer is still running (counting up or down).

You may want to check out more software, such as PDO Desktop, Agenda Fusion for Pocket PC or WorldTime, which might be similar to eTimer.
