From the developer:

BYOB is an extension to Scratch that allows you to Build Your Own Blocks. It also features first class lists, first class procedures, and first class sprites.
The program is an attempt to extend the brilliant accessibility of Scratch to somewhat older users (in particular), non-CS-major computer science students (without becoming inaccessible to its original audience).

You may want to check out more software for Mac, such as Gee, NLVM or DesignWorks Professional, which might be related to BYOB.
