You could have downloaded Mr 9 Menu 1.3 for Mac from our software library for free. This software for Mac OS X is an intellectual property of Balooba Software. The program is included in Theming Tools.

Mr 9 Menu brings back the Apple Menu. Running Mr 9 Menu will also allow the user to enjoy other Classic menubar items such as the Application Menu (which has an enormous capacity over the dock since it is text-based), the Balloons, and other items that can reside in the old bar. By keeping Mr 9 Menu in the dock the Classic environment is never more than one click away. It also displays whether Classic is currently running or not.
