This tool was originally produced by David Capello. The default filename for the program's installer is aseprite.exe. Aseprite lets you create 2D animations for video games. From sprites to pixel-art, retro-style graphics, and whatever you like about the 8-bit (and 16-bit) era. The timeline is not visible by default, you can make it visible from View > Timeline menu option or pressing Tab key. (Also it popups automatically when you add a new frame or a new layer.). You can drag-and-drop tabs to a side or duplicate them using Ctrl or Alt keys.
